Project Description:

To quickly respond to immediate needs of the areas which were under Islamic State of Iraq and Levant (ISIL) control and facilitate the process of return of internally displaced persons, this project provides stabilization support in Iraq.

Synopsis of Complaint:

According to the complainant, 25-30 families are facing eviction from their homes to make way for a sewage infrastructure project supported by UNDP. They are located in Jubail, Fallujah, near the Euphrates river.  The complainant alleges that the district governorate has been pressuring them to leave since January 2020, and that on 10 January 2021 they were told by the subdistrict governorate and the director of the sewage department that they had one to two weeks to vacate. The complainant informed SECU that they have been living on the land since 2003 and that they do not own the land, and they were encouraged to live there by the government as farmers. The complainant says they have received no offer of compensation or relocation assistance from the government or UNDP. The complaintant alleges that at least one person has been arrested for a short period of time as a result of this dispute. 

According to the complainant, they made contact with UNDP national staff/representatives in May of 2020 when they were told that their concerns were between them and the government. The complainant believes that there is adequate area within an existing nearby sewer facility to accommodate new sewage infrastructure, and they think that land should be used instead of forcing the eviction of his family and his neighbors.

  • The eligibility determination for SECU case # SECU0016 has been delayed. During the period after SECU received the complaint and before formal eligibility determination was made, the UNDP Iraq Country Office made successful efforts to alter the project plans in a manner that addressed the complainant’s and his neighbors’ key concerns, specifically the planned eviction from their homes to make way for the sewer processing facility. The complainant has since confirmed that if the proposed revised plans are enacted, he views his harms as addressed as neither he nor his immediate neighbors would be evicted. The altered plans proposed by UNDP Iraq involve the resettlement of a different set of residents near the project site. SECU has yet been unable to confirm the legal status of these revised plans or the formal agreement between the new communities facing resettlement and relevant government authorities. UNDP Iraq has indicated that the new communities facing resettlement have consented to the revised plans, including the resettlement package offered to them. SECU is waiting formal confirmation of these details before determining the case’s eligibility.
