Synopsis of Complaint:

The complaint alleges that UNDP Colombia's project agreement with GeoPark, a Chile-based oil and gas company, violates UNDP's social and environmental commitments and represents a failure by UNDP to properly conduct its private sector due diligence analysis when deciding to partner with this company. The complaint alleges that there are a "host of environmental and human rights allegations against GeoPark in the Colombian department of Putumayo".

The complaint further notes that there are community processes in Putumayo, the Siona Indigenous Reservation of Buenavista and the Association for Holistic Sustainable Development of the Amazon Pearl (ADISPA), that are recipients of UNDP funding and that this creates a lack of coherence between different programs that the UNDP is supporting or implementing: On the one hand accepting money from GeoPark, and on the other supporting initiatives to support communities who accuse GeoPark of grave rights violations.

**Amazon Watch submitted this request in its capacity as a partner to a number of the Colombian and international groups that are directly accompanying the Siona of Buenavista (principally Amazon Frontlines) and the Perla Amazónica / ADISPA (primarily Justicia y Paz) communities. This submission was made with the knowledge and approval of the accompanying organizations.

La denuncia afirma que el acuerdo de proyecto del PNUD Colombia con GeoPark, una empresa de petróleo y gas basada en Chile, viola los compromisos sociales y ambientales del PNUD, y representa una falla del PNUD en la realización adecuada del análisis de diligencia debida con el sector privado, al decidir colaborar con esta empresa. La denuncia afirma que existe un "gran número de denuncias en materia ambiental y de derechos humanos contra GeoPark en el departamento Colombiano de Putumayo".

Asimismo, la denuncia indica que existen procesos comunitarios en Putumayo: el Resguardo Buenavista del Pueblo Siona, y la Asociación de Desarrollo Integral Sostenible Perla Amazónica (ADISPA), que son receptores de financiamiento por parte del PNUD, lo que crea una falta de coherencia entre los diferentes programas que el PNUD está apoyando o implementando: por una parte aceptan fondos de GeoPark, y por la otra, apoyan iniciativas para ayudar a comunidades que acusan a GeoPark de violaciones graves de derechos. 

Amazon Watch presentó esta solicitud en su capacidad de socio de múltiples grupos Colombianos e internacionales que están acompañando directamente a las comunidades Siona de Buenavista (principalmente Amazon Frontlines) y Perla Amazónica/ADISPA (principalmente Justicia y Paz). Esta solicitud se realizó con el conocimiento y aprobación de las organizaciones acompañantes.
