According to project documents, the project seeks to support the Government of Uganda to take climate change issues into account when managing critical wetland areas and to address barriers that prevent Uganda from sustaining resilient wetland ecosystems and associated livelihoods.

Project documents identify three project outputs: 1) Restoration and management of wetland hydrology and associated forests, including by physically restoring wetlands, and putting in place wetland management plans that ensure sustainable and resilient management of these ecosystems; 2) Improved agricultural practices and alternative livelihood options in the wetland catchment, including by introducing climate-resilient practices and new opportunities for sustainable livelihoods; and 3) Strengthening access to climate and early warning information for farmers and other target communities to support wetland management, including by expanding networks for generating and processing information, as well as strengthening dissemination channels to reach local users.

The project document states that the project will target two regions- South Western Uganda and Eastern Uganda.

The complaint alleges several violations of UNDP's Social and Environmental Standards (SES), regarding the "Building Resilient Communities, Wetland Ecosystems and Associated Catchments in Uganda" Project.  The complaint alleges that while the stated project scope was limited to 24 districts in Eastern and Southwestern Uganda, the project went beyond that scope, including supporting the Government of Uganda to issue a nationwide wetland gazettement, declaring areas throughout the country as legally protected wetlands, including community lands within the Kampala Munyonyo area. The requesters allege that acting on this gazettement the National Environment Management Authority (NEMA) carried out forced evictions in several communities in the Kampala Munyonyo area between 2025 and 2026, without social and environmental assessment, notice to communities, compensation or livelihood restoration and with improper use of force. The complaint alleges that as such the project failed to adhere to SES Standards relating to Sustainable Natural Resource Management; Climate Change; Community Health, Safety and Security; and Displacement and Resettlement and resulted in the demolition of homes, destruction of livelihoods, and psychological trauma for community members as well as endangering their physical safety. The complaint is submitted by representatives of community members from the Kampala Munyonyo area, Uganda.
