SECU received information about potential noncompliance with UNDP’s social and environmental commitments within UNDP’s “Programme d’Appui au Développement Local et à la Finance Inclusive au Tchad (PADLFIT)” in the Republic of Chad. One of the key parts of PADLFIT envisioned the building of multiple integrated farms by self-organized community groups. According to credible information that SECU received, the planning and construction of these integrated farms commenced on the initiative of an individual UNDP personnel, without any assessments or engagement with stakeholders and not in line with any regular UNDP policy. Some construction work appears to have been carried out on the site but to this day, there appear to be no functional integrated farms in place. SECU was also informed that multiple internal and external stakeholders have communicated their dissatisfaction to UNDP but while some action appears to have been taken, the issues on the ground appear to have not been resolved so far. SECU has no knowledge of any specific harm to stakeholders, such as community members, but the construction site seems to remain unfinished and to include openly exposed material of partial infrastructure elements.

La SECU a reçu des informations sur la non-conformité éventuelle des engagements sociaux et environnementaux du PNUD dans le cadre du "Programme d'Appui au Développement Local et à la Finance Inclusive au Tchad (PADLFIT)" du PNUD en République du Tchad. L'un des éléments clés du PADLFIT prévoyait la construction de multiples fermes intégrées par des groupes communautaires auto-organisés. Selon des informations crédibles que la SECU a reçues, la planification et la construction de ces fermes intégrées ont commencé à l'initiative d'un membre du personnel du PNUD, sans aucune évaluation ni engagement avec les parties prenantes et en dehors de toute procédure habituelle du PNUD. Certains travaux de construction semblent avoir été effectués sur le site, mais à ce jour, il ne semble pas y avoir de fermes intégrées fonctionnelles en place. La SECU a également été informée que de nombreuses parties prenantes internes et externes ont fait part de leur mécontentement au PNUD, mais bien que certaines mesures semblent avoir été prises, les problèmes sur le terrain ne semblent pas avoir été résolus jusqu'à présent. La SECU n'a pas connaissance de dommages spécifiques causés aux parties prenantes, telles que les membres de la communauté, mais le site de construction semble rester inachevé et inclure des matériaux ouvertement exposés d'éléments d'infrastructure partiels.
